A Message from the Committee Chair
MnSF has long argued that Minnesota needs a property tax system that is based on ability to pay, and not based on the inconsistent and sometimes unfair judgment of an assessor. The MnSF’s property tax legislation was heard in the state House property tax committee, and continues to gain support. Specifically, the legislation changes the definition of Tax Capacity in the property tax formula from a percentage of a property’s market value to a percentage of the homestead property owner’s income, and would require no new taxes and no revenue decrease to local government. The MnSF proposal has especially strong support in Minnesota’s rural communities---areas where homeowners are often “property rich” with limited incomes.
