Officers
1. The Convention Chairperson shall appoint any positions deemed necessary to conduct the business of the Convention.
2. The elected officers of the MnSF shall serve as Convention officers.

Debate
3. No member may speak until she/he is recognized by the Chair and has stated her/his name. Members must speak from a microphone to address the Chair. Speakers for and against a position shall be alternated. 
4. No member may speak more than once on any item of business until all others who wish to speak have had an opportunity to do so.
5. All speeches must be limited to three (3) minutes. Debate may be cut off by majority vote provided at least three (3) speeches have been heard on each side. This shall not alter the rule that a two-third vote may close debate on a motion for the previous question.
6. The motion to table shall not be allowed, being ruled out-of-order.

Procedure for resolution items
7. All proposed amendments or changes in the by-laws or other governing documents must have been presented in written form to the members prior to the convention. No further amendments or changes from the floor will be considered or acted upon at the convention.
8. In processing the resolutions, members may amend, delete, refer, etc. any proposed resolution. To refer a resolution requires moving an incidental main motion finalizing handling it.  Example: “I move to refer the resolution on Page ___ to the Board for final action.”
9. Any motion to amend a resolution by more than five (5) words shall be submitted in writing to both the Convention Chairperson and the Convention Secretary.
10. All proposed amendments and/or changes in the issues/resolutions must be in written form with copies made for members prior to the opening of the convention.  Any amendment proposed at the convention must have the signatures of at least 5 members.

Voting
11. Only current individual dues-paying members of the MnSF- are eligible to vote.

General
12. All partisan political speeches shall be prohibited.
13. No partisan political printed matter may be distributed at the Convention except from duly authorized and paid for sponsors or booths.
14. Resolutions not discussed today because of lack of time will be handled at the next Board meeting.
15. Members shall individually vote for the three top priority issues each desire the Senior Federation should work on during the coming year.
16. All matters outside the scope of these preceding rules shall be governed by the Bylaws of the MnSF and if the Bylaws are silent then by Robert's Rules of Order Newly Revised, latest edition.
